The law firm Rybalkin, Gortsunyan, Dyakin and Partners (RGD) is pleased to announce a new practice, Public-Private Partnership and Real Estate, to be headed by Ilya Skripnikov, who has joined our team as partner.

Prior to joining RGD, Ilya had worked in a number of international and Russian law firms. His professional focus is on infrastructure projects, including P3 and concessions, and specifically, legal support for state-owned and private companies and financing entities. Ilya has a wealth of advisory expertise in real estate, construction, Special Investment Contracts (SPIC), and other fiscal incentives provided to support major projects.

Ilya also participated in a range of projects in the transportation sector. Of particular note is his advisory role on Russia’s first ever concession project for a toll highway (Moscow–St. Petersburg). He also advised on the construction of the M-4 Don highway, Almaty-Khorgos highway, and Belkomur railway line projects. In the real estate and hospitality industry, Ilya delivers successful structured financing solutions for the construction of new factories, offices, private schools, and residential and hotel complexes.

For over two decades, RGD lawyers have represented principals in engagements associated with EPC, development projects, and sale and purchase of commercial, office, and residential real estate. Working closely together with the lawyers of our Finance Practice, our new team is expected to bring insightful legal expertise into projects in different industries, and to represent clients successfully in project financing arrangements.
