Nato Tskhakaya, Partner and Head of Regulatory Practice at Rybalkin, Gortsunyan, Dyakin & Partners (RGD) and Dmitry Kaysin, Partner at RGD Dispute Resolution Practice and Managing Partner of RGD International Central Asia, took part in the 3rd Tashkent Law Spring International Legal Forum which took place between May 17 and May 18, 2023. This year the forum’s agenda was dedicated to the topic of fundamental rights.

The biannual Tashkent Law Spring Forum provides a valuable platform for discussing modern legal trends, bringing together experts from all over the globe.

RGD representatives took part in two sessions held during the forum.

Nato Tskhakaya delivered a presentation at the session titled “Toward the Rule of Law through Quality Rulemaking.” Her talk was focused on the assessment of the regulatory impact of legislative documents. Nato highlighted the key objects and goals of regulatory impact assessment procedures, offering a detailed explanation of their application methodology within the Russian legal context, including the main challenges faced by legal professionals.

Dmitry Kaysin contributed to the discussion focused on alternative dispute resolution, specifically addressing the topic of ‘double hatting’ – when an individual simultaneously serves as an arbitrator and a legal adviser or expert. Dmitry shared his expertise and provided numerous insights into the historical factors that have shaped this phenomenon over time. He also highlighted the key methods developed by international organizations such as UNCITRAL and ICSID to tackle this issue.
